ETHICAL PRINCIPLES AND RESPONSIBILITIES

The publication processes of the CASESS Journal are carried out on the basis of the objective production, development and sharing of information with scientific method. In the process of applying the scientific method and ensuring impartiality, the double-blind peer review process is important. All components of the publication process (publisher, editors, authors and referees) must comply with ethical principles in the realization of scientific production. In this context, all components of the publication process of CASESS must comply with ethical principles in line with the guidelines and policies of the Committee on Publication Ethics (COPE). If ethical violations such as plagiarism, manipulation, distortion and use of fabricated data are detected in the articles, the article is withdrawn by the editorial board. The similarity rate can be up to 25%, excluding the resources section. If it is determined that the articles passed through the Turnitin similarity scan by the journal have a similarity rate of more than 25%, the article is returned to the authors. Authors can resubmit their articles after making the necessary corrections and reducing the similarity rate below 25%. Although the copyrights of the articles published in CASESS journal belong to the journal, all legal responsibilities regarding the contents of the published articles belong to the authors.

Determination of Editors, Editorial Board Members and Field Editors

The editor of CASESS is determined by the contract signed between the publisher and the editor. With the joint decision of the editor and publisher, the CASESS editorial board is determined, new members can be added to the editorial board, or the editorial board membership of those who work on the editorial board can be terminated. In case of need, field editors can be determined by the joint decision of the Editor and the publisher. The determination of new field editors or the replacement of existing field editor(s) is made by the joint decision of the editor and publisher. No fee is paid to the editor, members of the Editorial Board and field editors.

Responsibilities

Publisher's Responsibilities

Publisher and owner of CASESS journal, Necolabs Research Development Industrial Trade Limited Company. The publisher is responsible for using its communication power and directing its target audience correctly. All financial matters related to CASESS magazine are under the responsibility of the publisher. It is the publisher's responsibility to provide open, electronic and free access to the journal.

Responsibilities of the Editorial Board of CASESS Journal

• The responsibility of the CASESS journal editorial board in all processes from the application process to the publication process requires the application of the scientific method. The relationship between the publisher and the editorial board is based on the principle of independence. All decisions of the CASESS journal editorial board regarding the processes from the application process to the publication of the articles are independent of the publisher and other individuals and organizations.
• The editorial board of CASESS journal strives to continuously improve the journal and increase its publication quality.
• CASESS journal editorial board ensures the determination and implementation of journal policies such as publication, blind refereeing, evaluation process, and ethical principles.
• The editorial board of CASESS journal protects the copyright of the authors of the articles published in the CASESS Journal.
• CASESS Journal editorial board is responsible for taking precautions regarding intellectual property rights and scientific/unethical behavior during the publication process of articles and journals.
• CASESS Journal editorial board prepares an “Author's Guide” containing the information needs of the authors and updates it when necessary.
• With the joint decision of CASESS journal Editorial board, editor and publisher, changes can be made to the publication principles and process, purpose and scope of CASESS.

Editor's Responsibilities

• The editor strives to meet the information needs of referees, authors, researchers and readers, to provide feedback when necessary, and to act in accordance with the principles of clarity in matters that require correction and/or clarification during the publication process.
• The editor fulfills its duties and acts in a balanced, objective and fair manner without discriminating on the gender, religious or political beliefs, ethnic or geographical origins of the authors.
• While deciding whether to publish the articles, the editor takes care to ensure that the articles are original and contribute to the scientific literature, readers, researchers and practitioners.
• While making a positive or negative decision about the articles, the editor considers the original value of the articles, their contribution to the field, the validity and reliability of the research method, the clarity of the expression, and the purpose and scope of the journal.
• The editor implements the policies of blind refereeing and evaluation process, which are among the publication policies of the journal, keeps the identity information of the referees confidential, and ensures that each article is evaluated impartially and on time.
• The editor sends the articles to the referees taking into account their fields of expertise, and supports the impartial and independent evaluations.
• The editor appoints at least two referees for each article. If at most one of these referees rejects the article, the third referee is appointed.
• For the objective evaluation of the article, the editor takes into account whether there is a conflict of interest between the referees and the authors.
• The editor seeks to ensure that the referee pool consists of a wide range and is constantly updated.
• The editor blocks reviews that do not comply with academic etiquette and are unscientific.
• The editor supports the freedom of expression of the authors.
• The editor communicates effectively with the members involved in the publication process and organizes meetings at regular intervals.
• The editor ensures the protection of personal data in the evaluated articles. It protects the individual data of the editor, author, referee and readers.
• The editor takes precautions against misconduct. When he receives information about misconduct, he makes an objective investigation and shares the relevant findings.
• The editor ensures that errors, inconsistencies or misdirections in articles are corrected.
• The editor protects the intellectual property rights of the published articles and defends the rights of the journal and its authors in case of violation. In addition, it takes the necessary measures to ensure that the content of the published articles does not violate the intellectual property rights of other publications; performs the authenticity-similarity check.
• The editor takes into account the consistent criticisms of the articles published in the journal, and gives the right to reply to the authors of the criticized articles.

 Responsibilities of the Referees

In the article evaluation process, CASESS Journal applies the principle of double-blind refereeing, in which the authors do not know the referees and the referees do not know the authors. Reviewers cannot communicate directly with authors. Article evaluation forms, notes on the text and correction requests are forwarded to the authors by the editors through the journal management system. The referees who will evaluate the articles submitted to the CASESS Journal should bear the following ethical responsibilities:

• Reviewers should only accept to evaluate articles related to their field of expertise.
• Referees should make the evaluation with impartiality and confidentiality. Pursuant to this principle, they should evaluate the articles they review in accordance with scientific and ethical rules, and avoid giving any information that would reveal their identity.
• When the reviewers understand that there is a conflict of interest, they should refuse to evaluate the article and inform the editors.
• Referees should make the evaluation in a constructive language in accordance with academic etiquette. Referees should avoid personal comments that include insults and hostility.
• The referees should evaluate the article for which they accepted the evaluation within the time limit.

Authors Responsibilities

Ethical responsibilities of authors applying to CASESS Journal:

• Authors should not submit an article published elsewhere to CASESS. They should declare their acceptance of this rule by filling out the Copyright Transfer Form of the journal.
• Authors should submit original articles to CASESS journal.
• If the article was produced from the author's or one of the authors' graduate thesis or from a project, the authors should indicate this at the relevant place in the article.
• If part or all of the article has been presented in any scientific symposium/congress, the authors should state this at the relevant place in the article.
• Authors should correctly cite the sources they used during the writing of the article in line with ethical principles.
• Authors should notify the editors of people who have a conflict of interest related to the article for which they are applied for publication.
• Authors should provide the expected information to the editors if information or raw data are requested from them during the evaluation process.
• Authors should contact the editor to inform, correct or retract when they notice an error in their article under evaluation or published in electronic environment.
